1) DI.K.A.T.S.A. とは

DI.K.A.T.S.A. とは、ギリシア政府の一機関である INTER-UNIVERSITY CENTRE FOR THE RECOGNITION OF FOREIGN ACADEMIC TITLESの略です。解釈を入れて邦訳すると「国外の大学・高等研究機関等で得た学位の認証のための大学間総合センター」といったところでしょう。ギリシア国内の大学院および高等研究機関に入る外国人は、ギリシア以外で取得した学士以上の学位をギリシア国内でも通用するものと認証される必要があります。

つまり、ギリシア国内において修士以上の学術機関に入る全ての外国人はDI.K.A.T.S.A.を通過する必要があります。

* ギリシャ国内から電話およびFAXする場合は、+30 10 の代わりに 010 としてください。アテネ市内からかける場合でも、010 が必要です。ギリシャでは2002年1月20日から電話番号の新しいシステム（従来の市外局番+0）が採用されました。

2) 提出書類に関して

a) 参考資料（1997）

DI.K.A.T.S.A.への提出書類については、例えば１９９７年度では（古い資料ですが）以下のものが必要でした。これはあくまで参考であり、現在では変更された部分がある可能性があります。詳細については必ずDI.K.A.T.S.A.にお問い合わせください。

I. Documents required for Recognition of Degrees from foreign Institutions.

1. General
1.1  Application form, provided by the Secretariat.
1.2  Fee(paravolo) of 30.000 Drs. One for each degree to be recognized. 
Payable at the Bank of Greece (Acc No 26031/5).
1.3  Statement of article 8 of N.1599/86. Stating:
1.3.1 that there is no other application for accreditation at DI.K.A.T.S.A. 
or in other Public Authority.
1.3.2 the place of studies
1.4 For non European union citizens: Permission for staying in Greece or 
proofs of legal stay in Greece.(N.1975/91 Gov. Garette 184/4-12-91)

2. Recognition of the first Degree of Studies
2.1 A High School Certificate with a statement of the authority of the 
country (i.e. cultural Attache of the relative Embassy in Greece), 
indicating that the holder of this certificate can be  admitted to a Higher 
Institution of his country.
2.2 The Degree to be recognized. In cases that according to the regulation 
of the Institution an intermediate degree is offered, this document should 
be submitted.
2.3 An official transcript (with the courses) of all the years of studies.

3. Recognition of Post-graduate studies of Doctoral degree.
3.1 Certificate of recognition of the first degree.
3.2 The degree of studies to be recognized.
3.3 Official transcript with the courses, if these were necessary in the 
programme of studies.
3.4 A dissertation also should be submitted (to be returned)
3.5 The thesis for doctorate degree.
3.6 A summary of the doctorate Thesis (in Greek).

4. Remarks
4.1 The foreign documents that referred in para 2 and 3:
4.1.1 Should be submitted in photocopies officially validated. The 
validation can be done also by our Center by demonstrating the authentic 
ones.
4.1.2 The documents should be officially translated by an official 
authority (i.e. Ministry of Foreign Affairs - or Attorney)
4.2 The degree of studies should be certified for its authenticity by the 
Consular Authorities of Greece at the country in which the degree was 
obtained or the competent authority according to the Hague Convention.
4.3 For studies in U.S.A., the official transcript, must be sent directly 
from the University to DI.K.A.T.S.A. 
4.4 For the other countries, the official transcript and the certificate of 
the degree should be sent directly to DI.K.A.T.S.A. This way no validation 
of the degree of studies is needed nor translation of the documents.
4.5 For studies in Institutions in U.K., U.S.A., Belgium and France, a 
statement of location of studies should be sent directly to DI.K.A.T.S.A. 
before the application for recognition can be submitted.
4.6 The bulletin of the Institution. In case the Institution is included to 
the catalogues of accredited Institutions of DI.K.A.T.S.A., the programme 
of Studies of the Faculty or Department should be submitted.
4.7 All documents submitted to our Center will not be returned except for 
the dissertations.
4.8 DI.K.A.T.S.A. can ask for more information, if needed. Also the 
applicant can submit any relevant document.
4.9 All degrees are confidential.

II. Documents required for Accreditation of foreign Institutions.
The Bulletin of the Institution. No need for translation if published in 
English, French, German, or Italian. Otherwise translation is necessary.

(III. The documents issued by DI.K.A.T.S.A.
1. Can be obtained by the applicant upon demonstration of I.D.,
2. Can be mailed, or
3. Can be obtained by a third party having authorization.)

b) 1997年度における一実例

上記のような提出書類の一覧から、自分の状況に合致した書類の項目を選んでそれらをDI.K.A.T.S.A.に送ることになります。ここでは、1997年夏に渡希した日本人学生（このページの筆者。以下「筆者」。）の例を挙げましょう。

筆者は1997年春に日本の4年制大学を卒業後、その秋にギリシアのテッサロニキ大学哲学部歴史・考古学科の修士課程に入学すべく渡希しました。その際、DI.K.A.T.S.A.には日本で取得した学士号を認めてもらう必要があり、夏に必要な書類を提出することになりました。提出した書類は上記項目より以下のものでした。

所定の申し込み用紙（ギリシア語）

(注)

1. に関して。DI.K.A.T.S.A.から送付されたものに記入します。
2. に関して。もちろん今は認証料は上がっていると思われ（例えば少し新しい情報で、35,000 Drs. /2000.1 当時）、さらに2002年からはユーロで支払うことになるでしょう。
3. に関して。Statement of article 8 of N.1599/86. というのはギリシア国内のキオスクや文房具屋ならどこでも売っているフォーム（100ドラクマ／1997年当時）で、これにギリシア語で宣誓文を記入して署名します。日本では、東京のギリシア大使館に置いてある場合もある（未確認情報）、とのことです。
4. に関して。既にギリシアに滞在中ならば期限内のVisa あるいは滞在許可証のことを意味するのでしょう。揃えなければならない書類の中にはギリシアに滞在していなければ無理というものがあるので、この時点でギリシアに居ることになるでしょうが、既に滞在許可証を取得している、という状況は不可能なので、一般に考えればVisaのコピーを送ることになります。筆者は当時Visaが無かったので、苦し紛れに、「まだギリシアに入国して3ヶ月以内である」ということを証明するためにパスポートのギリシア入国スタンプの頁をコピーして送付しました。後にこれが受理されないということがわかり、代わりにギリシアの受入先の大学教授に推薦状を書いてもらって送りました（後述）。
6., 7., 8. に関して。卒業した大学からアテネのDI.K.A.T.S.A.まで直接送付してもらいました。6., 7. を自分の手を経て送付したら、（相当）後で、日本の大学から直接送り直せ、との知らせがDI.K.A.T.S.A.から来たので、もう一度やりなおす羽目になりました。

3) コメント

DI.K.A.T.S.A.は一般にすべてにおいて手間と時間がかかることで有名です。問い合わせ一つでも簡単に回答を得ることが出来ず、相当な忍耐と覚悟が不可欠です。出来るだけ早めに取りかかるのが賢明です。

以下は、筆者がDI.K.A.T.S.A.を取得し大学院の入学許可を受けるまでにたどった経緯です。参考までに御覧ください。

1997/04/05：日本からDI.K.A.T.S.A.に提出すべき書類について尋ねるメールを送る。返事なし。
1997/06/01：再び、日本からDI.K.A.T.S.A.にメール。返事なし。
1997/07/27：筆者、渡希。
1997/07/28： DI.K.A.T.S.A.から日本の自宅宛に手紙が来る。ギリシアに転送してもらい、テッサロニキにて提出書類を揃え始める。
1997/08/27：アテネのDI.K.A.T.S.A.に上記 2) b) の 1. ~ 8. の書類を送付。
1997/11/13：アテネのDI.K.A.T.S.A.より書類の不備の知らせを受ける。
1997/11/20：日本からDI.K.A.T.S.A.に上記 2) b) の 6., 7. を速達・書留で送付。
1997/11/27：上記 2) b) の 4. として受入先の大学教授（テッサロニキ大学）からの推薦状をアテネのDI.K.A.T.S.A.に送付*。
1998/02/04： DI.K.A.T.S.A.から承認の書類を受け取る。
1998/03/03：大学の入学許可のための書類が揃う。
1998/11/01：テッサロニキ大学大学院正式入学。

* 「DI.K.A.T.S.A.から承認されれば、大学側で確実に受け入れることを約束する」ということを書いた手紙。DI.K.A.T.S.A.から「滞在許可証未取得の場合は大学側に確実に受け入れる準備があるという証明を提出して下さい」との通達があり、受け入れ先の教授にその証明を頼んだ。「DI.K.A.T.S.A.で承認されれば入学許可証が出る」のだが、そのDI.K.A.T.S.A.に提出する書類に希望大学の教授の承認が要る、とは、実に変であるが、ギリシアではこういうことは多い。

筆者は書類を提出して半年でDI.K.A.T.S.A.の承認を受けることが出来ましたが、これは比較的早い例です。聞くところによると、待つこと１年やそれ以上が普通のようです。

書類の中にはギリシアに入国してでないと無理なものもありますが、それ以外についてはなるべく早くから準備するのが望ましいでしょう。ギリシアでは、自分の手の届かないところで必ず何らかの遅れや支障が出て来ることが常識と考えて下さい。特に役所の書類の取り扱いなどに関しては、日本国内で今まで培った常識から離れて考えたほうが良いと思われます。少しでも物事を円滑にするために、少なくとも自分が出来るところは迅速かつ確実にこなしておくことをお勧めします。
